my telegram of the 14th. instant of which a copy is en-
-closed.

Mr. F. A. Cooper, the present
Director of Public Works in Ceylon, is, as you are aware
thoroughly conversant with the conditions of this Colony.
If, therefore, he agrees in recommending the appointment
of Mr. A. F. Churchill, a First Grade District Engineer
with excellent qualifications, I have the honour to
request that the appointment may be made and that Mr.
Churchill may be instructed to proceed to Hongkong with as
little delay as possible.
